KEY REQUIREMENTS

DUTIES:
This position is located in the Operating Room of the VA Medical Center in Salem, VA. The primary duties of the Surgical Technician will be to serve as a member of the surgical team to provide assistance to the surgeon and other team members during surgical procedures. The Surgical Technician will participate in planning and implementing complex procedures under the general supervision of the surgical team, to include such duties as:

  • Setting up sterile field with all required items for each procedure.
  • Observing and responding promptly to each stage of the surgical procedure.
  • Utilizing universal precautions and following all infection control policies and procedures.
  • Handling specimens, supplies and equipment appropriately.
  • Performing sponge and instrument count.
  • Assessing equipment needs and maintaining adequate stock of supplies and materials.
  • Maintaining OR area and recognizing potentially hazardous situations and taking corrective action.
  • Functions as second circulator for complex surgical procedures.
  • Functioning as primary scrub person.
Work Schedule: Monday through Friday 7am to 3:30pm

QUALIFICATIONS REQUIRED:
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

SPECIALIZED EXPERIENCE: You must possess at least one full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Surgical Technician position. To be creditable this experience must have been equivalent to the next lower grade level and is typically in or related to the work of the position to be filled. Examples of specialized experience include: handling and care of complex surgical instruments; functioning as primary scrub person; and preparing, organizing and maintaining highly complex sterile surgical setups. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, and the number of hours a week spent in such employment.

EDUCATION: You must possess graduate education to meet the specialized experience required. This education is credited only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. (Transcript Required)

COMBINATION OF EXPERIENCE AND EDUCATION: You must possess equivalent combinations of successfully completed graduate education and experience to qualify. (Transcript Required)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of surgical procedures, techniques and materials in order to prepare and assist the surgical team.

2. Knowledge of sterile techniques and microbiology as related to the precautions necessary to achieve and maintain sterility of supplies to avoid spreading disease and infection.

3. Ability to use safety precautions when working in sterile and non-sterile areas.

4. Ability to work with minimal supervision.

5. Knowledge of proper positioning and skin preparation of the surgical patient.

PHYSICAL REQUIREMENTS:
Duties regularly require providing manual assistance in lifting and positioning patients, most of which are in stages of unconsciousness. There are extensive periods of regular and recurring standing, walking, bending, lifting, and pushing, reaching and prolonged stretching to provide easy accessibility of instruments and supplies for the surgeon. You must be dexterous in passing instruments to surgeons without compromising principles of aseptic technique and in a manner requiring little or no effort from the surgeon.

Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
