Specific Tasks:
Provide project Management support for approximately 120 to 150 research projects across six MTAs. Active support of Project Managers is essential in: the technical and scientific review of research proposals, of medical research projects, customer outreach, prepare and update Portfolio Management Plans, ongoing development and evaluation of strategic plans and any other duties deemed necessary to support the MTAs and the directorate.

  • Support the review of research and proposals on new or revised technology having the potential to fill an AFMS capability gap. Assessments include, but are not limited to, technology, functionality, impact, performance, and suitability to task, and needs of the client.
  • Utilize formal program/project management process! es and support tools. Integrate the use of these tools into pl! anning processes, periodic review for decision making, and other special projects and events.
  • Support the management of projects within assigned research area(s).
  • Apply program management techniques to support the oversight of Air Force Medical Support Agency (AFMSA) modernization projects.
  • Ensure individual project documentation that is developed /maintained is consistent with format(s) prescribed by the Contracting Officer Representative (COR).
  • Track and record initial and subsequent project funding.
  • Maintain, via SharePoint, a database of project related documentation.
  • Track project technical performance over the life of the project.
  • Support project transitions into programs such as Rapid Technology Transition Initiatives or Science and Technology Demonstrations.
  • Support the development of strategic business and execution plans, and requirements analysis and ensure that they align with organizational! policies, and guidance.
  • Coordinate and assist in the review and development of strategic plans within the assigned thrust area.
  • Assist in the development of the portfolio management plans, make revisions to existing portfolio management and strategic plans in the assigned MTA.
  • In the MTA and Directorate, prepare projects status reports and presentations in compliance with established format as needed.
  • Submit documents in format(s) prescribed by government lead(s) or Contracting Officer Representative (COR).
  • Record meetings as required and provide meeting minutes within five (5) working days of the conclusion of the meeting.
  • Assist with and provide day-to-day operational support to government lead(s).
  • Support the building and improvement of lines of communication with MAJCOM Surgeon SGRs and other MTA stakeholders.

  • Joint Forces capability gaps.
  • Assist in the preparation o! f program reviews to Headquarters Air Force (HAF) /Surgeon General (SG) Staff. Draft program review documents will be delivered NLT 5 business days prior to the scheduled briefing.
  • Submit trip reports & meeting summaries for external events no later than 10 working days after the completion of the trip, meeting or external event.
  • Exhibit excellent communication skills and be able to apply them in a wide range of settings to effectively communicate SG5I goals, plans, operations, activities and tasks.
  • Supplement SG5I knowledge and expertise in the areas of research and development, government acquisition and project management.
Minimum Qualifications:
  • Experience supporting research and development projects, preferably AFMS or DoD, and research and development processes.
  • Project Management Professional (PMP) certification is not required for the project manger roles, but is preferred.
  • On- site contract! or personnel shall be able to demonstrate practiced proficiency in the use of the Microsoft Word, Excel, PowerPoint and Outlook.
  • Project Managers supporting of the AFMSA/SG9 BAA should have experience with the following software applications: Adobe Acrobat, Visio, MS Project and SharePoint.
  • Bachelor or Master’s Degree in business administration, applied sciences and or healthcare science and at least five years of work related experience in a medical research environment.
  • Active Secret level security clearance
Schedule and Benefits:Business Hours:
  • Normal duty hours are Monday â€" Friday any consecutive 8 hour shift between 7:30 AM and 4:30 PM, (including a 1 hour lunch break during any ) excluding federal holidays, unless mutually agreed upon by Government and Project Manager personnel.
  • Due to mission need or due to unforeseen acts of nature or emergency, the Government and Project Manager may agree! to different duty hour/work days.
  • Overtime is only granted wh! en authorized.
  • Government agencies will not be available during scheduled holidays, inclement weather, weekends, after duty hours, or AF down days.
  • Scheduled Holidays: New Year’s Day, Dr Martin Luther King, Jr Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
