This position is located in the Medical Programs Department, Total Force Management Program Office, Military Sealift Command (MSC) at Naval Base, Norfolk, VA. The Medical Programs Department is responsible for the development of policy for the effective delivery of medical care and maintenance of optimum operational readiness of all MSC ships and program offices enterprise-wide in support of joint global operations, ensuring either by direct provision or administrative oversight the prompt delivery of the highest possible quality emergent medical care afloat, promotion of wellness and healthier lifestyles and continu! ous improvement of health care delivery systems through optimu! m supervision of occupational, environmental and preventive medicine programs. The incumbent is responsible for coordination and oversight of all aspects of the hospital ship (T-AH) Medical Treatment Facilities (MTF) to ensure the ships meet DOD worldwide medical support requirements and to ensure operational commandersÂ' requirements are met. KEY REQUIREMENTS

Obtain and maintain a Secret security clearance.

May require occasional travel (10%). DUTIES:

  • Serves as project manager and expert advisor to the MSC Force Surgeon for the T-AH MTF worldwide mission.
  • Provides executive level guidance and support relating to the complexities of the T-AH program.
  • Ensures the MTFs meet DOD worldwide m! edical support requirements.
  • Maintains readiness of the MTFs, develops overall strategic planning and formulates program policy and utilization, advises and monitors program budget and allocation of resources and assists with execution of Type Commander functions including life cycle management, MTF readiness, maintenance, repair and logistics support.
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS: All applicants must meet the following basic requirements:

Successful completion of a four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

SPECIALIZED EXPERIENCE: In addition to the basic requirements, the applicant's r ésumé must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level o! r pay band in the federal service or equivalent experience in the priva! te or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position such as:

Implementing the principles, practices, missions, organizations, programs and requirements of health care delivery systems to research, develop and establish medical policy for T-AH MTF operations.
Implementing a wide range of management principles, theories and processes to the identification and analysis of problems and the development of solutions related to the oversight of the T-AH MTF program.
Developing budgets and monitoring budget execution to ensure compliance with the established financial plan.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

Incumbent will be required to board the ships, climb stairs, walk long distances, and perhaps be onboard when the ships are underway.

This position requires access to medical components of classified naval plans and exercises, to ship operations and movement plans, to classified communications, to force protection measures, and to operational planning documents. Also, the positi! on requires access to classified medical intelligence impacting operati! onal decisions. A Secret security clearance is required to perform necessary duties.

Prior experience on a T-AH MTF medical staff is preferred.
