Specific Tasks:
Subject Matter Expert (SME) Project Manager will provide physician/doctorate level expertise to the Directorate and six (6) Modernization Thrust Areas (MTAs). The SME will provide their expert level support in the development and alignment of strategic and business plans, project/program, execution plans, and requirement analysis. In collaboration with the MTA Manager, assesses and prioritizes the financial requirements for achieving AFMSA/SG5I research goals and objectives. The SG5I organization manages 120 to 125 projects.

  • Completes scientific and technical analysis of modernization research proposals submitted for funding and projects in review. Provides written analyses and recommendations to the MTA lead.
  • Provide anal! yses and project decision plans for existing projects and init! iatives as they relate to the AFMS and MAJCOM strategic needs.
  • Effectively communicate analysis and conclusions both written and orally.
  • Provide expert level support in the development of portfolio management plans for each MTA and the Directorate.
  • Provide expert level support in the quarterly revision of established portfolio management plans.
  • In coordination with the Directorate Chief or MTA manager evaluate, and provide recommendations for revisions to, the Directorate and MTA strategic plans.
  • Integrate, maintain and improve lines of communication with MAJCOM Surgeon SGRs and other MTA stakeholders who are involved with or influence medical research of the MTAs.
  • In conjunction with government lead(s) research and evaluate AFMS, DoD and other Joint Forces capability gaps.
  • Analyzes program reviews to ensure alignment with AFMS and DoD initiatives in support of program reviews for HAF/SG Staff.
  • Submit t! rip reports & meeting summaries for external events no later than 10 working days after the completion of the trip, meeting or external event.
  • Supplement SG5I knowledge and expertise in the areas of research and development government acquisition, project management, in support of medical modernization.
Minimum Qualifications:
  • Doctorate or Medical Degree (MD), or Doctor of Osteopathic Medicine (D.O.) degree
  • Must have experience supporting DoD medical, preferably AFMS, research and development projects and DoD medical, preferably AFMS, research processes.
  • Disciplines of research expertise include, but are not limited to, science, medicine or physiology.
  • On-site contractor personnel shall be able to demonstrate practiced proficiency in the use of the Microsoft Word, Excel, PowerPoint and Outlook.
  • A minimum of five years work related experience in a medical research environment is required.
  • Ac! tive Secret level security clearance
Schedule and Benefit! s:Business Hours:
  • Normal duty hours are Monday â€" Friday any consecutive 8 hour shift between 7:30 AM and 4:30 PM, (including a 1 hour lunch break during any ) excluding federal holidays, unless mutually agreed upon by Government and Project Manager personnel.
  • Due to mission need or due to unforeseen acts of nature or emergency, the Government and Project Manager may agree to different duty hour/work days.
  • Overtime is only granted when authorized.
  • Government agencies will not be available during scheduled holidays, inclement weather, weekends, after duty hours, or AF down days.
  • Scheduled Holidays: New Year’s Day, Dr Martin Luther King, Jr Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
